The three promoters of Town Catalyst hail from poorly developed old towns. It is their dream to convert their hometowns into a well developed near smart-city if not a completely smart one. People in general share the same sentiments about their hometowns and want to see them develop beautifully which they should be able to take pride in. Central Govt. has set out ambitious plans for development for villages, towns and cities and has allocated, as per information available, an amount in excess of 5,00,000 crores fund to be utilized in next 5 years starting from year 2021 on rural and urban area development under various Missions announced by it. The responsibility of such area development activities and its implementation, however, fall under the purview of concerned State Govts. with about 50% of the fund coming from them. The State Govts. in turn get such work executed by their Municipal Authorities, Public Works Department, Urban Local Bodies, etc. Despite noble intentions of the Central and State Govt. and huge funds being available there is hardly much happening on the ground and funds remain unutilized. It is needless to mention that any area development work is in the interest and demand of local people, a testimony of accomplishment of local political leaders in addition to being a matter of pride for the State and the Central Govts. Yet, we hardly find any substantial progress in rural/urban area development.
